For much of 2011, Keystone languished among dozens of energy and environmental issues in the House GOP’s quiver. Legislation meant to force Obama into making a decision did pass off the floor in mid-July with 47 Democratic “yes” votes. But like several other energy-themed bills from the House, it withered in the Senate.
