Mr. LIEBERMAN, from the Committee on Homeland Security and Governmental Affairs, reported the following original bill; which was read twice and placed on the calendar

They built a loophole right into it for all the public to see.
Most of the information doesn't come from public documentation but from "off the record" undocumented back room meetings.
If they really meant to stand up for integrity, they would ban any trading for members of congress while in office and like many corporate NDAs some number of years after they leave as well.
