Knowing how bank of america works, they will probably charge him a fee as well.

Bank of america is an excellent case study of capitalism's biggest flaw. Due to their "success" they have become so big and cumbersome, that they are destroying themselves form the inside out. Idiots, who manage to get into a position of power, surround themselves with scores of useless other idiots, in the hope of being able to cut them out as the need arises, thinking that by having a lot of people to lay off in hard times will protect their own position. boa isn't the only ones who do it. Meanwhile, thanks to the large number of chiefs running around mucking up the works, the organization as a whole suffers. Want proof? Check out boa's stock price over the past 3 years or so. And, it never occurs to them to pay out a significantly higher interest rate on savings, and give much better terms on loans, to QUALIFIED borrowers. and they will OWN the market! Capitalism is a fraud!
